Excerpt: When Wanda came to The Harbor as one of its first clients last year, she fit the facility's dual-diagnosis requirement all too well. She had tested positive for HIV, the virus that causes AIDS, and was struggling with substance abuse, she said. But she listened to her counselors, stuck with the program and, in June, became The Harbor's first graduate.
